Pi`ilani Hawaiian Civic Club of Colorado (PHCCC) was built on the foundation of providing educational opportunities to enable the perpetuation of Hawaiian culture. The kuleana (responsibility) that the Board of Directors is obligated to uphold is outlined in the Purposes and Objectives section of the PHCCC Constitution:

“Promote charitable and educational projects for the benefit of any race,
but with primary emphasis on people of Hawaiian ancestry, and to actively
encourage and financially assist them in furthering their education.”

Purpose
The purpose of the PHCCC Scholarship Program is to:

1. Provide financial assistance to applicants furthering their education via a post high-school Academic Program.

2. Provide financial assistance to applicants furthering their education via a Native Hawaiian-based Cultural Program.

3. Provide educational programming for club members and the community by hosting recognized scholars/practitioners of Native Hawaiian culture to the continent via the Visiting Cultural Scholar & Cultural Practitioner Program.

Applicant Criteria

1. Applicants are members in good standing of PHCCC. (Family, Individual, or other official club membership category.)
2. Preference is given to applicants of Hawaiian ancestry; educational assistance will be given to benefit the most qualified applicants of any race.

Piʻilani Hawaiian Civic Club Scholarships

Post high-school Academic Program Scholarship
Total awards of $500-$1,000/yr. for this category

1. Applicant members must be high school graduates (or seniors expected to graduate) who will enroll in a collegiate program, or are already enrolled in a program at any accredited college or university.
2. Applicants must be in pursuit of an accredited Certificate, or an Associate, Baccalaureate, Masters or Doctorate degree.
3. Funds must be spent on tuition, books or supplies required for classes. The Scholarship Program Committee will make the award selection. There may be more than one Awardee for this category.

Applications due March 1st of each year; final award notification will be sent out by June 1st.

Native Hawaiian-based Cultural Program
Total awards of $500-$1,000/yr. for this category

1. Applicant members (adults or children) must be accepted into a recognized program of Native Hawaiian cultural study, such as ʻōlelo (language), oli (chanting), hula (dance), lei hulu (feather lei), ulana lauhala (hala weaving), etc.
2. Awards will be up to 50% of the stated program cost. Funds must be spent on tuition, supplies or travel required for classes; not to include lodging or meals.
3. The Scholarship Program Committee will make the award selection. There may be more than one Awardee for this category.

Applications due February 1st of each year; final award notification by May 1st.

Visiting Cultural Practitioner Program Scholarship

Total awards of $500-$1,000/yr. for this category

1. A current Board of Directors member, who will also serve as Project Manager for the identified educational program hosting a cultural practitioner, must sponsor applicant members.
2. Funds must be spent on fees, supplies, lodging, meals or transportation required to host the cultural practitioner for the event benefitting PHCCC members.
3. The Scholarship Program Committee, along with a panel of past Directors of the Board, will make the award selection. There may be more than one Awardee for this category.

Applications due February 1st of each year; final award notification by May 1st.
Applications accepted on a monthly, rolling basis thereafter until an annual award is made in this category.

Process & Evaluation

• Deadlines and award notifications vary by scholarship program type as outlined above.
• 50% of the amount for each Awardee will be paid up front; the balance will be paid upon proof of completion of Post-Selection Commitments.
• Applicants are expected to submit the designated application form per the desired program-type applying for, brief letters of recommendation, and the completed essay questions in accordance with the stated due dates of the Program.
• Each application will be evaluated using a program-specific system that incorporates both academic and nonacademic activities, extra-curricular and civic involvement, employment experience (if applicable), leadership potential and abilities, and the probability of success in achieving the stated goals.

Selection

• At least one scholarship of each Program type will be awarded annually unless no applications received.
• Should there be a year where there are no applicants for the Academic or Cultural Programs by the designated due dates, then the budgeted award funding will roll over to the next year’s Program.
• Applications for the Visiting Cultural Practitioner Program will be accepted on a monthly, rolling basis after the due date, if necessary, until an annual award is made in this category.
• The PHCC Board of Directors will approve a Scholarship Committee, consisting of two members (one ideally being the immediate past President) in addition to the Grant & Scholarship Chairperson, to review all scholarship applications.
• Scholarship Committee members may not be related to current applicants, nor may they be in a position to benefit, directly or indirectly, from the scholarship award (except in the case of the Cultural Scholar & Practitioner Program which provides educational programming for PHCCC members as a whole).
• In the interest of upholding ethics and transparency, committee member substitutions/appointments will be approved by the Board when such relationship and beneficiary conflicts of interest arise.
• The Scholarship Committee will review each application, selecting the best overall applicant for award.
• The PHCCC Board of Directors will perform due diligence to ensure no conflict of interest exists among applicants and selection committee members, and will approve the award selection as made by the Scholarship Committee.
• The current PHCCC President (Pelekikena) will serve as the Board of Directors liaison to the Scholarship Committee.

Post-Selection Commitments
Applicants chosen for Scholarship Program awards are expected to:

1. Provide written verification of their actual enrollment in a program at an accredited college or university, their actual enrollment in a recognized program of Native Hawaiian cultural study, or commitment received from the identified visiting cultural scholar/practitioner. Acceptable forms of verification are tuition statements, registration bills, book/supply receipts, invoices, etc.
2. Provide a brief presentation at a PHCCC General Membership Meeting of the features, advantages and benefits gained from enrollment in their specified academic or cultural program, or of the educational programming provided to members via the cultural practitioner they arranged for as project manager.
3. Perform one hour of volunteer service for every $100 of assistance received via the scholarship award in preparation of, or at, a PHCCC event. Acceptable service may include: fundraising event set-up/cleanup, participation in event planning/execution committees, or participation on Board of Director committees (membership, marketing, etc.).
4. In the case of the Visiting Cultural Practitioner Program, the Board Director serving as Project Manager will provide a tracking sheet by the end of the Program year showing their time spent in executing the educational program.
5. Embrace the PHCCC mission of cultural perpetuation, education, and community service as outlined in the Purposes and Objectives of the club’s Constitution.

PHCCC Purposes and Objectives, per the Constitution:

1. Promote charitable and educational projects for the benefit of any race, but with primary emphasis on people of Hawaiian ancestry, and to actively encourage and financially assist them in furthering their education;
2. Unite members into one harmonious group, working for the benefit of the whole;
3. Take an active interest in the civic, economic, social, health and moral welfare of our community,particularly of people of Hawaiian ancestry, and to support programs of benefit to them and the community.

Record Keeping
The Grant & Scholarship Chairperson will maintain the history of scholarship records, including applicants, recipients, award allocations and dates of payment. Original applications will be kept on file for three years; electronic copies will be kept for seven years. The Pelekikena will maintain the history of scholarship records in the absence of a Grant & Scholarship Chairperson, and will ensure that all scholarship records in PHCCC’s possession get transitioned to the newly approved Chairperson.
